Abstract
The Senate Committee on Homeland Security and Governmental Affairs, led by Senator Ron Johnson Chairman, issued a Majority Staff report on the illegal immigration of families and how laws affected family migration. The Obama administration had been using family detention centers, but in 2015 the federal courts ruled this practice violated the Flores settlement agreement, a ruling that stated the government must release minors if they are apprehended with their families. The report found that having to choose between separating the families and/or “catching and releasing” families with minors would become very problematic, and working to fix legal loopholes such as the Flores agreement is necessary to fix the immigration system.
