How Some Legal, Medical, and Judicial Professionals Abused Social Security Disability Programs for the Country's Most Vulnerable: A Case Study of the Conn Law Firm

Abstract
The Senate Committee on Homeland Security and Governmental Affairs performed a case study of Eric Christopher Conn's legal practice. Mr. Conn focused on helping get people onto to the SSA disability program rolls, which he largely succeeded in due to his relationship with David B. Daugherty, an Administrative Law Judge. A two-year investigation of Mr. Conns actions representing claimants applying for Social Security Disability Insurance ("SSDI") and Supplemental Security Income ("SSI") benefits uncovered improper practices by the law firm to obtain disability benefits, inappropriate collusion between Mr. Conn and Judge Daugherty, and inept agency oversight which enabled the misconduct to continue for years.
