Attempted Terrorist Attack on Northwest Airlines Flight 253

Abstract
The Select Committee on Intelligence conducted an investigation into the December 25, 2009 terrorist attack by Umar Farouk Abdulmutallab, the investigation served to gather all intelligence related to Abdulmutallab held by various intelligence agencies in order to determine how the information was handled and also reviewed national security policies on sharing information and terrorist watching. The investigation unveiled systemic failures across the Intelligence Community that resulted in a failure to identify this terrorist threat. NCTC was specifically not organized adequately to fulfill its missions, as no one agency saw itself as being responsible for the tracking and identification of terrorism threats. In addition to this, the report highlights fourteen specific failures that were summarized as being: a series of human errors, technical problems, systemic obstacles, analytical misjudgments, and competing priorities.
