Nineteen members of Congress jointly issued a Minority Staff Report on the 9/11 Commission’s recommendations on homeland security, the 9/11 Public Discourse Project’s grades on fulfilling each recommendation as of December 2005, strategies to fulfill the recommendations, and the record on fulfilling the recommendations as of September 2006.
