How Can the Federal Government Better Assist State and Local government's in Preparing for a Biological, Chemical, or Nuclear Attack?

Abstract
The Subcommittee on Government Efficiency, Financial Management, and Intergovernmental Relations of the House Committee on Government Reform conducted an investigation into the preparedness of state and local government's to handle a biological, chemical, or nuclear terrorist attack. The committee held 11 oversight hearings to explore this capability. The subcommittee found that state and local government's lack communication, health, and information infrastructure required for an adequate response to these attacks.
