Abstract
At the request of Ranking Member Joe Lieberman, The Minority Staff of the Committee on Governmental Affairs issued a report regarding the unreliable access that state local official have to homeland security information in the years following the September 11, 2001 terrorist attacks. They found that information gaps between the Federal Government and state and local officials create challenges that leave the American people at risk, with focuses on the need for a two-way flow of information, security clearances, and threat advisory systems to help mitigate the risk being caused.
