This report found that Wiederholt's years of experience provided him the ability to recognize and target Amtrak's areas of weakness and vulnerability to fraud, waste, and abuse. The Amtrak management viewed him as a threat, demanding Wiederhold sign a nondisclosure agreement about his leave.
